Developmental Disability Group Homes in Tucson: A Guide for Parents and Siblings

October 24, 2026

How group homes for adults with intellectual and developmental disabilities work in Arizona, how DDD and ALTCS fund them, and how families in Tucson can find the right home.

There is a particular fear that parents of adult children with disabilities carry. It usually arrives late at night: What happens when I'm gone?

For many families in Tucson, the answer becomes a group home: a regular house in a regular neighborhood, where a few adults with intellectual or developmental disabilities live together with trained staff around the clock. Done well, it can be the start of a fuller, more independent life.

A short history of why group homes exist

In Olmstead v. L.C. (1999), the Supreme Court held that unnecessary segregation of people with disabilities is discrimination under the Americans with Disabilities Act. Community services are required when appropriate to the person's needs, not opposed by the person, and reasonably accommodated by the public entity. This is a qualified right, not an unconditional guarantee of a particular placement. 1

DDD says most services for children and adults with developmental disabilities are delivered at home and in community-based settings; this is not a count of where all Arizonans with developmental disabilities live. 1

Who runs the system in Arizona

The Arizona Department of Economic Security, Division of Developmental Disabilities (DDD) has age-specific eligibility requirements. A diagnosis alone does not establish eligibility; review the current criteria with DDD. 1 DDD eligibility is separate from Arizona Long Term Care System (ALTCS) eligibility, which includes medical and financial requirements. ALTCS is part of the Arizona Health Care Cost Containment System (AHCCCS), Arizona's Medicaid program. 1

Residential options funded through DDD include:

  • Group homes, community residential settings; ask the support coordinator about the particular home's licensed capacity and staffing
  • Adult developmental homes, licensed family settings providing care under a 24-hour model for up to three adults or a group of siblings 1
  • Individually designed living arrangements, with supports based on assessed needs

Available services depend on eligibility, assessed need and authorization; review the options with your support coordinator. 1

What daily life can look like

A good group home is not a holding place. It is a home with a rhythm: breakfast together, work or a day program, chores, outings, movie night and visits with family. Federal Home and Community-Based Services (HCBS) settings requirements protect privacy, choice and community access. In provider-owned or controlled residential settings, additional protections include choice of roommates in shared units, visitors at any time and access to food at any time. Restrictions on specified protections must meet the rule's safeguards, including an individually assessed need documented in the person-centered plan—not a blanket house policy. 1

How to evaluate a Tucson group home

  • Meet the residents. Would your son or daughter get along with them?
  • Ask about staffing ratios and whether the same staff work consistent shifts.
  • Ask about behavior support plans and how staff respond to distress without restraint.
  • Look at the bedroom. Can it be personalized?
  • Ask about community life. How often do residents go out, and where?
  • Talk to your DDD support coordinator about the provider's history.

For siblings

Many siblings step into guardianship or advocacy roles as parents age. Start the conversation early. Visit homes together. Write a letter of intent describing your loved one's routines, favorite foods, fears and joys. That letter becomes a gift to every caregiver who follows.
