Paying for Assisted Living in Arizona: ALTCS, Private Pay and VA Benefits

October 26, 2026

A plain-language guide to the main ways Tucson families pay for group homes and assisted living.

Private pay

If you are paying privately, consider your available savings, pension income and other resources. Ask each home for a written rate sheet and compare what is included.

ALTCS (Arizona Long Term Care System)

ALTCS is Arizona's Medicaid long-term care program, administered by the Arizona Health Care Cost Containment System (AHCCCS). Eligibility includes financial and other requirements and a need for nursing-facility-level care, but members do not have to live in a nursing home; services may be provided in assisted living. Confirm that the facility contracts with your plan and that the placement and services are authorized. 2

In assisted living, residents generally remain responsible for room and board. Ask the case manager for the amount and any other required contribution before signing. 3

Veterans benefits

Eligible veterans and surviving spouses who qualify for a VA pension and meet additional care-related criteria may qualify for Aid and Attendance, an additional pension amount that can help with care costs. It is not a standalone assisted living benefit. 2

Long-term care insurance

If your loved one has a policy, check the elimination period and whether it covers assisted living homes as well as larger communities.

Next steps

Pima Council on Aging offers ALTCS information and a workshop at no cost to older adults and their family and friends. Check its current registration details, then use our directory to explore homes in your area. 2
