Memory Care in Tucson: A Family Guide to Dementia Care Options
October 28, 2026
How memory care works in Tucson group homes and assisted living communities, what "directed care" means in Arizona, and the questions to ask before you choose.
What memory care means in Arizona
For Arizona assisted living, “memory care” is not a separate license category. The Arizona Department of Health Services (ADHS) regulates assisted living services at supervisory, personal and directed care levels. Directed care includes services for people incapable of recognizing danger, summoning assistance, expressing needs or making basic care decisions. Match the license and actual services to the person’s assessed needs, not a dementia-stage label alone. 1 3
Group home or large community?
- Assisted living homes serve 10 residents or fewer; assisted living centers serve 11 or more. These size definitions do not guarantee a quieter setting, consistent caregivers or a higher staffing ratio. 1
- At either size of facility, ask about secured areas, individualized activities, staff continuity and access to nursing or medical care. Do not assume that a larger center has a dedicated dementia wing or on-site clinicians. 1
Neither is better for everyone. Think about how your loved one handles noise, crowds and change.
Questions to ask on a tour
- Is the home licensed for directed care? Check the license and available history on AZ Care Check. 2
- How are doors and yards secured against wandering?
- How many caregivers are awake overnight?
- What dementia training do caregivers have?
- How do staff identify causes of agitation, use non-drug approaches, and involve clinicians when medication is considered?
- What happens if care needs increase — will your loved one have to move?
Paying for memory care
Dementia-specific services may carry additional charges; ask for a written quote rather than assuming a standard memory-care premium. Long-term care insurance coverage depends on the policy. 1
VA Aid and Attendance is an addition to a VA pension for qualifying Veterans and survivors, not an automatic memory-care benefit. 1
The Arizona Long Term Care System (ALTCS) is Arizona’s Medicaid long-term care program. Financial and medical eligibility rules apply; eligible members may receive services in assisted living. Confirm that the home participates and discuss authorization and resident costs with the plan or case manager. Residents generally remain responsible for room and board in assisted living. 4 3 See our guide to paying for assisted living in Arizona.
