VA Aid and Attendance: How Tucson Veterans and Spouses Can Help Pay for Assisted Living

October 21, 2026

Many veterans and surviving spouses qualify for a VA pension benefit that can help pay for assisted living or group home care. Here is how Aid and Attendance works and how to apply in Tucson.

If you are exploring care for a veteran or surviving spouse in Tucson, it is worth asking about VA pension benefits. Aid and Attendance may help eligible families with care costs.

What Aid and Attendance is

Aid and Attendance (A&A) is an added monthly amount paid on top of a VA pension (the Veterans Pension or the Survivors Pension). It is available to wartime veterans, or their surviving spouses, who:

  • Need help from another person with activities of daily living such as bathing, dressing, eating or toileting, or
  • Are bedridden, or
  • Live in a nursing home because of a disability, or
  • Have eyesight, even with correction, of 5/200 or less in both eyes, or concentric contraction of the visual field to 5 degrees or less

Aid and Attendance increases the pension available to eligible recipients and may help with assisted living expenses. The care-related eligibility criteria above come from VA. 2

Medicare does not pay for non-medical long-term custodial care, including in assisted living; that is different from covered medical services or qualifying skilled nursing care. 1

Basic eligibility

According to the U.S. Department of Veterans Affairs, pension eligibility generally requires:

  • Service during a recognized wartime period (for example World War II, Korea, Vietnam or the Gulf War era), with qualifying active-duty time
  • A discharge other than dishonorable
  • Meeting net worth and income limits set each year by the VA, where qualifying unreimbursed medical expenses may reduce countable income; do not assume every care-home charge is deductible
  • For veterans, being 65 or older, having a permanent and total disability, receiving long-term nursing-home care because of a disability, or receiving Social Security Disability Insurance or Supplemental Security Income. Service-duration rules vary by entry date and include exceptions; check VA’s eligibility guidance. 3

Surviving spouses have separate eligibility requirements, including marriage, cohabitation and remarriage rules; they do not simply inherit the veteran’s age/disability test. 1

VA reviews asset transfers during the 36 months before an application. Certain below-market transfers can trigger a penalty; get qualified advice before giving away assets. For December 1, 2025–November 30, 2026, the pension net-worth limit is $163,699. Pension payments depend on countable income and the applicable Maximum Annual Pension Rate (MAPR), not a flat Aid and Attendance payment. See VA’s current veteran rates. 1

Survivors have a separate MAPR schedule; check the survivor rates rather than using veteran amounts. 1

How to apply

  1. Gather the DD-214 discharge papers, marriage and death certificates if applicable, and financial records.
  2. Use VA Form 21-2680, Examination for Housebound Status or Permanent Need for Regular Aid and Attendance; a medical examiner must complete the examination section. Nursing-home applicants also need VA Form 21-0779. 2
  3. If applying for pension, use the appropriate pension application: VA Form 21P-527EZ for veterans or VA Form 21P-534EZ for survivors. Ask a counselor which forms fit your situation. 4
  4. Get free help from an accredited Veterans Service Organization (VSO) representative or an Arizona Department of Veterans’ Services Veteran Benefits Counselor. The department offers assistance in Tucson and remotely; check appointment options. 1

Be cautious of anyone who charges a fee to "help you qualify." Accredited VSO representatives’ claims services are always free. Accredited attorneys and claims agents generally may charge for representation only after VA issues an initial decision and other applicable requirements are met—not for preparing an initial claim. 1

Combining benefits

If you are considering VA pension alongside Social Security, savings or ALTCS, ask an accredited benefits counselor and an ALTCS eligibility specialist how each source of income is treated. VA counts Social Security when calculating pension income; do not assume benefits simply stack without affecting eligibility or payment. 1 Read our guide on paying for assisted living with ALTCS and our breakdown of assisted living costs in Tucson.

Your family deserves clear guidance and care with dignity. Asking about benefits is a practical place to start.
